NRN Youth Forum launches Development Salon

The youth wing of the Non-Resident-Nepali Association (NRNA), NRN Youth Forum, has in collaboration with Nepali Young Entrepreneur's Forum (NYEF), launched a professional networking platform for young, skilled and entrepreneurial Nepali youths abroad.

The platform, called Development Salon, plans to organise regular networking events in Kathmandu for Nepali youths from abroad to exchange views, incubate business ideas and find ways to contribute to Nepal's development.

According to Jugal Bhurtel, NRNA spokesperson, Development Salon will provide platform for returning, visiting or vacationing Nepali youths to present their ideas and skill to like-minded people in Nepal, foster partnership to implement the idea and inspire a new generation of entrepreneurs.

In the age of globalisation, where geographical separation is merely considered, the skills and education of foreign educated young Nepali should not be considered as a total loss to the country even if it not directly utilised for the benefit of the nation, he said.
NRNA said both government and local businesses should find ways to utilise this immense resource since many Nepali youths abroad have strong emotional attachment to Nepal and constantly look for opportunities to utilise their newly learned skill here.

As its first event, Development Salon, is organising a talk programme on 'ICT for Rural Development of Nepal'. The programme will showcase a young Nepali researcher from IIT Madras, Pradeep Ghimire, who will present the experiences of India with wireless technology in rural development and propose various business model for Nepal. nepalnews.com ia Dec 27 07

Establish Nepali embassy in Korea: Dr. Mahato

President of the Non-Resident Nepalis Association (NRNA) International Coordination Council, Dr. Upendra Mahato, has urged the government of Nepal to open a Nepali embassy in Seoul to expand bilateral relations with South Korea and take care of the interests of the Nepalis working there.

Dr. Mahato made this appeal after visiting Seoul to attend an NRN event last month. The program was jointly organized by the NCC Korea, Nepal Sampark Samiti (the oldest organization of Nepalis in Korea), and the Solidarity Group of Publications.

Delegates at the program entitled 'the Role of Media in promoting NRN movement' discussed various problems facing a large Nepali community in the country. South Korea is the generous host to around 6,000 to 7,000 Nepalis, who can be divided in to three main categories: a large number of blue collar workers (including many women), a very limited number of students and Nepalis involved in business.

"Despite having a large number of Nepali population and considerable economic link with South Korea, Nepal government does not have a diplomatic mission in the country. Nepali Embassy in Japan looks after the needs of Nepalis and the diplomatic relations with South Korea," said Dr. Mahato. "Consequently, it takes several weeks for Nepalis to renew their passports or get any immediately required assistance from Japan.

Due to this trivial reason many Nepalis do not get their passports or travel documents in time and are forced to live illegally," he added.

During discussions, delegates said that Nepali workers, who are cheated either by the employers or manpower agencies in Nepal or who unfortunately have suffered physical losses in work related accidents, do not have proper address to register their complaints. So far 80 Nepali workers have died in such accidents. They fail to get any compensation from the employers and very often necessary medical treatment.

"Nepali workers contribute 4-5% of remittances received by Nepal and thus, their welfare and protection are the primary responsibilities of Nepal government," said Dr. Mahato. "Clearly, the assistance provided by the Nepali embassy in Japan is neither timely not adequate. Therefore, the main aspiration of our Nepali friends in Korea is the establishment of an embassy or at least a General Consulate in Seoul. I fully support their cause," said Mahato.

The booming Korean economy is always short of enough manpower. Nepal can be one of the reliable suppliers and increase the remittance considerably but it requires continuous negotiation and monitoring of the situation. Having the Embassy in Seoul will be helpful, said Dr. Mahato.

Number of Nepali students studying at various Korean Universities has been increasing. However, a majority of them has come through private channels and are self-financed. According to Dr. Mahato, with proper negotiation the number of scholarships to Nepal can be increased. "Many other developing countries have been getting increasing number of scholarships for their students from Korea, why can't Nepal obtain similar benefit? Nepal government should take the initiative," he said.

Delegates said Korea could be one of the major sources of remittance, a potential destination for Nepali students and provide numerous opportunities for economic cooperation. A diplomatic mission in Korea is certainly going to be very helpful to enhance our ties with it and protect the interests of Nepalis living in Korea, they said. They also discussed the role of media media in promoting NRN movement and raising awareness of NRN issues in Nepal and abroad.

Talking to Nepalnews, president of the Federation of Nepalese Journalists (FNJ), Bishnu Nishthuri, who has returned to Kathmandu after taking part in the Seoul conference, said a Nepali embassy was the paramount need of Nepalis working in Korea. "Nepalis workers in Korea are being exploited and there is no representative of the state to take up the issue," said Nisthuri. "The new democratic government of Nepal should either open a full-fledged embassy or if it takes time should immediately open a Consulate," he added.

According to Nisthuri, there was a possibility of direct flight between Seoul and Kathmandu, which would help in promoting tourism and strengthen ties between the two countries. "We, from the FNJ, will also take up the issue with the Ministry of Foreign Affairs to give top priority to the issue of opening a new embassy in Seoul," he added. nepalnews.com Aug 17 06

Cabinet decides to put on NRN bill to HoR; no dual citizen now

Cabinet decides to put on NRN bill to HoR; no dual citizen now

The meeting of Council of Ministers on Monday has decided to put forward the Non Resident Nepali (NRN) bill to the House of Representatives (HoR).

Similarly to the previous provision, the cabinet has continued its decision to grant the NRNs to buy and acquire private property but they are not allowed sell the property to the foreigners.

Until now they are excluded from purchasing private land or property and casting vote in election.

However, the cabinet meeting remained silent over the core issue of dual cititizenship which has long been raised by the NRN community.

In the budget of current fiscal year 2006-07, Finance Minister had said that steps will be taken to make provision for dual citizenship to such non-resident Nepali.

He had further added that legal framework for non-resident Nepali investment will be improved to create investment climate for the non-resident Nepali to employ their knowledge, technology, skill and capital.

Foreign citizens of Nepalese origin require to be provided right to buy or hold property in Nepal which can be done by amending "Adal ko Mahal in Civil Code. To provide dual citizenship to such people, however, will require amendment in the Section 9 (1) Citizenship Act 2020 which prohibits dual citizenship.

On the other hand, those NRNs who are residing and working abroad are different in legal status because they are basically Nepalese citizens who enjoy every right as enjoyed by any other Nepalese citizen except that they cannot repatriate the return of their investment made in Nepal to his/her place of residence unlike similar facilities available to foreign investor.

Due to the amendment made in the Immigration laws in 2059, every foreign citizen of Nepalese origin do have an opportunity to make investment, reside here or carry on business or trade.

They can live here for 10 years by obtaining non residential visa under immigration law which can be extended upon expiration of such visa, do business, make investment, repatriate their return or profit or investment.
